Industry figures from Commercial Times (工商時報), 7 Aug 2026. Cathay, Want Want Union and Fubon together wrote about 99% of premiums. The "~2–3%" figure is our rough estimate: five-month policy count annualised (≈79,000) against the Ministry of Agriculture's 2025 dog and cat count.

Rules that apply to every policy

Since 2023 Taiwan's insurers have used standard pet clauses from the Non-Life Insurance Association (產險公會), so the ground rules are largely shared. The details below vary by insurer.

🐶🐱

Dogs and cats only

No insurer covers rabbits, birds, reptiles or other species. Working, breeding, show and hunting animals are excluded.

🔖

Microchip + registration

Your pet must be chipped and registered (寵物登記), and you must be the registered owner. One chip number can only be on one policy, and no health exam is needed.

🎂

Enrol young

First-time enrolment closes at 6½–8½ years depending on the insurer. A senior pet that has never been insured generally cannot get cover.

⏳

Waiting periods

Typically 30 days for illness and 90 days for cancer, heart, kidney and joint conditions such as patellar luxation and IVDD. Accidents are usually covered from day one.

🔁

One-year terms

Every plan is annual and renewal is not guaranteed. The insurer can decline to renew, and premiums rise with age.

🧾

Reimbursement, not cash-free

You pay the vet, then claim actual costs up to each plan's per-visit and per-year limits, less any co-pay. Some plans only pay at designated clinics.

  • Claims are paid only for treatment at Fubon's designated clinics. Those clinics send your records digitally, so you don't need paper receipts. If you're referred to a clinic outside the network, you supply the originals yourself.
  • Skin and coat conditions are paid at outpatient rates only, at most twice per condition. Euthanasia recommended by a vet counts as surgery.
  • Wait 90 days for cancer, patellar luxation, hip dysplasia, IVDD, and heart, kidney, thyroid, epilepsy and diabetes claims, and 30 days for other illness.
  • 18 breeds are excluded, mainly mastiff and bull types such as Pit Bull, Tosa, Dogo Argentino and Fila Brasileiro, plus their mixes.
  • You can't switch plans mid-term; you cancel and re-enrol. Fubon also sells member-only versions through Costco Taiwan.
Watch the price curve: an L4 dog policy costs NT$6,747 in year one and NT$22,433 at age 14, while the payout limits stay the same.

  • Advanced and Complete include one outpatient claim for skin or coat conditions.

Check the 30% co-pay: on a NT$20,000 surgery, Cathay pays about NT$14,000. A no-co-pay plan with a lower limit can pay out more on mid-sized bills.

  • The replacement-pet benefit only pays if the new pet is adopted from a government-recognised public shelter, then chipped and registered.
  • Medical exclusions are spelled out in detail: dental disease (unless from injury), spay/neuter, pregnancy, brachycephalic syndrome, cryptorchidism, cataracts, glaucoma, retinal degeneration, degenerative joint disease and visible congenital defects.
  • Liability won't pay if your pet was in public without a supervising person aged 7 or over. Aggressive dogs require a supervising adult.
Partly verified: Want Want's product page lists what's covered but leaves the amounts to the policy schedule. The big bills are bigger than the limits

Spinal disc surgery (IVDD), common in dachshunds, corgis and French bulldogs, typically costs NT$80,000–120,000 in Taiwan. No current online plan pays more than NT$40,000 for a single operation.

City pet insurance subsidies

Two cities refund part of the premium. Most other counties subsidise spay/neuter, not insurance.

Taipei City

Up to NT$3,000

Who: owners who live in or have household registration in Taipei, or who adopted from the Taipei Animal Shelter (any year).

Pet must be: chipped and registered, spayed/neutered (or exempted), rabies-vaccinated, and named by chip number on a valid policy.

Apply: 1 Jan – 20 Dec each year via the Taipei Pass (台北通) app, in person at the Animal Protection Office or Animal Shelter, or by post. Once per animal; closes early if the budget runs out.

Source: Fubon summary of the city rules, 10 Sep 2026. Check the Taipei City Animal Protection Office before applying.

Taoyuan City

Up to NT$3,000

Who: owners who adopt a dog or cat from the Taoyuan Animal Protection Education Park (動物保護教育園區).

When: within the first year after adoption. The amount depends on the animal; the top rate is for harder-to-place adoptees.

Apply: through the Taoyuan City Animal Protection Office (動保處).

The fine print

What pet insurance won't pay for

These exclusions appear across all four insurers in some form. They're the most common reasons claims are refused.

  • Pre-existing conditions, including any that appear before a renewal
  • Vaccines, check-ups, deworming and other preventive care
  • Spay/neuter, pregnancy and breeding
  • Dental disease not caused by an injury
  • Grooming, nail trims, supplements and food
  • Visible congenital and hereditary defects
  • Excluded breeds (mainly mastiff and bull types)
  • Anything outside Taiwan, Penghu, Kinmen and Matsu
  • Illness during the waiting period
  • Behaviour training and cosmetic procedures
' FAQ

Common questions

Is pet insurance worth it in Taiwan?

It depends on what you're protecting against. Every plan caps payouts at NT$17,000–130,000 a year, so it smooths out moderate vet bills and third-party liability, which is often the most valuable part (NT$500,000–1,500,000 on most plans). It doesn't fully cover major surgery, and premiums rise steeply with age. If you can set aside the equivalent premium every month, a dedicated savings fund is a reasonable alternative for vet bills, but it won't cover liability.

My pet is 9. Can I still get insured?

Not as a new customer. First-time enrolment closes between 6 years 5 months (Cathay) and 8½ years (Want Want). Pets already insured can renew to older ages with some insurers, up to under 15 at Fubon.

I don't know my adopted pet's birthday. What do I enter?

Use the birth date on its pet registration. If only the year is known, the industry convention is 31 December of that year.

Can I insure a rabbit, hamster or bird?

No. Taiwan's insurers currently cover only microchipped, registered dogs and cats.

Can I use any vet?

Only with Cathay, which accepts any licensed vet. Fubon and Want Want pay only for treatment at their designated clinics, so check the clinic list before you choose. Mingtai's page doesn't say.

Will my policy renew automatically?

Don't assume it will. All plans are one-year terms, renewal isn't guaranteed, and Mingtai's online policies don't auto-renew. A condition diagnosed this year can become "pre-existing" at renewal with some insurers.

Can I have two policies on the same pet?

No. Each microchip number can be on only one pet insurance policy.

Not financial advice. FurGoodLife isn't an insurance broker and doesn't earn commission on these plans. Figures are taken from public insurer pages and the press as of 10/17/2026, and insurers change terms often. Always contact the insurer to confirm current terms, prices and promotions; your policy wording and quote are what apply. Spotted something out of date? Tell us.
